Mike brings extensive expertise in strategic planning, operational scaling, mergers and acquisitions, due diligence, commercialization of emerging technologies, and business development within regulated industries. His leadership spans multidisciplinary engineering, environmental consulting, renewable energy, industrial infrastructure, water resources, remediation, and sustainability initiatives. Prof. Rubinstein is a Co-Founder & Chief Scientific Officer of PanoraX Minerals and one of the most accomplished mineral processing scientists in the field of flotation and beneficiation technologies. A Professor, Doctor of Technical Sciences, and Full Member of the Academy of Mining Sciences, he has dedicated more than six decades to advancing the science and industrial application of mineral recovery technologies. Internationally recognized for his pioneering work in flotation systems, column flotation, mathematical modeling of beneficiation processes, and the recovery of valuable minerals from complex ores and technogenic resources, Prof. Rubinstein has played a significant role in shaping modern mineral processing practices. His scientific contributions have helped improve metal recovery rates, optimize processing efficiency, and unlock value from low-grade and unconventional mineral resources. Prof. Rubinstein is the author and co-author of more than 200 scientific publications, technical papers, and industry references, including several foundational works that remain widely respected throughout the global mineral processing community. His internationally recognized publication, Column Flotation: Processes, Designs and Practices, is considered a significant contribution to the advancement of flotation technology worldwide. His doctoral research, Modeling of Flotation Processes and Development of Pneumatic Flotation Machines, established important scientific principles that continue to influence mineral beneficiation and flotation equipment design. Throughout his distinguished career, he has remained actively engaged in research, innovation, and the development of advanced mineral processing solutions. As Co-Founder of PanoraX Minerals, Prof. Rubinstein is leading the scientific development of proprietary technologies for REE recovery, critical minerals extraction, coal ash beneficiation, and the processing of complex mineral resources. His vision is to apply decades of scientific innovation to help establish a secure domestic supply of critical minerals for the United States while transforming industrial waste streams into valuable strategic resources. Industrial business builder, and innovation leader with extensive experience across manufacturing, agribusiness, energy, and design industries. He currently serves as Vice President of PanoraX Energy�, a U.S.-based company developing modular waste-to-energy systems that convert municipal waste, plastics, tires, and biomass into clean, reliable electricity. Over his career, Viktor founded and led multiple industrial and agricultural enterprises in Ukraine, including the Cherkasy Fur Factory “ANT,” one of the country’s recognized fur manufacturing leaders, and the Korobovskyi Poultry Breeding Plant, Ukraine’s largest duck meat producer and creator of the “Smachne Kachenya” brand. He also served as Founder and Chairman of the Ukrainian Fur Breeders Association and represented Ukraine within the International Fur Trade Federation (IFTF). In parallel, Viktor contributed to the professional design community through leadership roles in the Union of Designers of Ukraine. His background also includes scientific research in genetics and agricultural breeding, alongside a Master’s degree from the Salvador Dalí Academy of Contemporary Arts.
